Bearing in mind that the project is designed so that in addition to the preparation of urban and technical documentationroject team also supports raising the capacities of employees in local governments in these areas, these two processes take place in parallel during the project implementation.
In order to prepare urban documentation, the first phase in the process is defining the appropriate planning document, which is done in close cooperation with local government representatives. The support that local governments receive includes providing expert advice on the type and content of documents, the necessary procedures for initiating, developing and adopting these documents.
Special attention is paid to citizens’ participation in the process of preparation of urbanistic documentation and resettlement plans, which is achieved through the organization of public hearings and various types of questionnaires. In parallel, the project contributes to the improvement of knowledge and capacity development of employees in the departments of urban planning, investment or economic development.
The project has identified 30 documents to be prepared
In cooperation with representatives of 35 local governments that receive project support, 30 documents have been identified so far, although the full development of documentation will depend on the availability of input data, cadastral and topographic data, geotechnical studies and appropriate decisions made by local government.
A number of local self-governments have already adopted or are in the process of adopting decisions on development of general and detailed regulation plans (Arandjelovac, Kikinda, Leskovac, Pozarevac), which enables the project team to engage in the preparation of urbanistic and technical documents.
Where and what are we doing now?
Experts engaged in the project are working on the development of six urban design projects (in Kostolac, Negotin, Smederevska Palanka, Vrsac, Loznica) and five land readjustment / allotment plans (two for Kostolac and one plan each for Smederevska Palanka, Novi Sad and Kikinda).In addition to urban documentation, a team of experts engaged in the project, based on the identified needs of cities and municipalities covered by project support, prepares project proposals and technical documentation in the field of housing and communal infrastructure. In the previous period, the conditions were analyzed and work began on the preparation of conceptual solutions for the social housing in Novi Sad, Vrsac, Boljevac, Negotin, Odzaci, Loznica and Smederevska Palanka, and project for execution of works developed in Svilajnac and Kraljevo.
A team of experts is working on the preparation of documentation for improvements of communal infrastructure, on projects for construction or reconstruction of streets, water supply network, sewerage and public lighting, and some of the examples are vacuum sewerage projects in Apatin, documentation for construction of streets in Kostolac, water supply and sewerage network in Vrsac.
What does our work look like in numbers?
The project team has identified the needs of local governments and in the coming period, depending on the documentation to be submitted by local authorities, will try to develop technical documentation for:
- Housing units for about 600 families - development of technical documentation is the first step in providing permanent housing solutions for over 2,000 Roma living in substandard settlements
- Three community centers and two sports / children's playgrounds
- A kindergarten
- 33 km of combined infrastructure
- 23 km of sewerage systems
- 5 km of streets
The estimated value of the identified housing and infrastructure projects is over 50M EUR
